Hermiston Palooza
We had a fantastic time in Hermiston putting on our annual Property Management Palooza for our members in Eastern Oregon. Planning meetings started late this year due to the ice storm in the Willamette Valley, but we’d done it twice before, so it all worked out despite the delay. Four of our associations participated and reaped a nice reward (almost $1,000 each) to assist in their stability and growth. The Palooza not only boosted their finances but helped in raising awareness about the benefits of belonging to a chapter of the Oregon Rental Housing Association. Thanks to all who donated their time! We received a very warm welcome from our in-person attendees and the Executive Committee is committed to returning to the east every year.

Instructors Jason Miller, ORHA Education Chair, ORHA Legislative Director, and ORHA Past-President, Christian Bryant, President of the Portland Area ROAViolet WilsonORHA Executive Committee Advisor, and myself donated our time to teach. ORHA’s Independent Contractor, Ben Seamans, and Education Vice Chair, Rain Maryott of Lane ROA coordinated our online attendees to allow participation from around the state.

Mind Your Business: Tia's Tips for Better Rental Management – Eugene Rental Housing Code Changes – Phases I & II: with City Manager Interpretation

The Eugene Rental Housing Code was first adopted in 2005 and implemented housing standards similar to Oregon habitability law (ORS 90.320) but with a few additions that clarify landlords are responsible to deal with rats in the unit and that each room have a dedicated heating source capable of bringing the temperature of each room up to a minimum of 68 degrees under normal weather conditions. The code also required landlords within the city limits (but not outside the urban growth boundary) to register their units with the city and pay an annual fee of $10 to fund the services provided by the city to enforce the code. SB 1069 – Electronic Service and Payment Changes

ORS 90.155, the written notice statute in Oregon’s Residential Landlord Tenant Act,
that go into effect January 1, 2024

New Way To Serve Written Notices –

The ORLTA currently authorizes three methods for serving written notice: (1) personal service: (2) service by first-class mailing; and, (3) service by posting and first class mailing the same day. Oregon Annual Rent Increase Percentage

Senate Bill 611 was signed into law on July 06, 2023. This bill will cap rent increases at 10.0% or 7.0% plus CPI (whichever is lower) – The exemption for new constructions remains at 15 years.

The maximum allowable rent increase percentage for the 2024 calendar year is 10.0% or 7.0% plus CPI (whichever is lower) – The allowable annual rent increase in 2024 is 10.0%. Only one rent increase may be issued in any 12-month period.

The allowable rent increase percentage for the previous year, 2023, was 14.6% if the increase was issued before July 6th, or 10.0% if issued after July 6th.

Education Committee Update

The committee continues to work on updating classes and providing Webinars, as well as in-person classes. 

Mentor Locals: If your Association has less than one hundred members, you are entitled to support from the ORHA Mentor Program. This includes providing classes to your members at reduced costs, helping set up or reviewing your bylaws, and many other services. Recently, we have worked with ROADC, TVRA, CCROA, ROANEO, MCROA, and UCRHA.

Did you know you could take classes offered by other locals? If you are member of another local, you can ask if a member discount can be provided. Check the ORHA website for class offerings.
