VOTING MATTERS The Oregon Rental Housing Association does not give political endorsements, but we believe voting is important. While a single vote seems a small thing, it plays a critical role in shaping democracy, influencing policy, and signaling what is important to the voters.
It signals what causes, issues, or leadership are important. It expresses the individual voter’s values and priorities. It honors past sacrifices by the suffragettes, freedom marchers, and the military. As individuals, they fought for our right to vote.
In any election, voters may find that no candidate or measure aligns perfectly with every personal value or priority. Thoughtful participation means considering which issues matter most, reviewing available information, and making informed choices based on the policies, leadership qualities, and outcomes that best reflect...

When most people receive an email, they look at the sender's name first. If the message appears to come from a customer, business partner, your bank, or even your boss, it can be easy to assume it's legitimate. Unfortunately, the name displayed on an email doesn't always tell you who actually sent it.

ORHA Forms Committee Update Tia Politi, Committee Chair
|
The committee is relieved that the 2026 Law Book is complete and orders are coming in. It was a tough go because we had so many years of laws to update. Moving forward we expect to publish a new Law Book every even year. The committee will be looking to add other sections of law with commentary that impact landlords including Oregon Rules of Civil Procedure, Code of Evidence, Small Claims and Collections Law, Fenceline Law, and possibly Statutory Liens, and Case Laws.
I’m also pleased to announce that the ORHA board has approved and signed a contract with Spider Mann who is our new ORHA Form Designer. Spider Mann (yes, real name) is currently the Vice Chair of the ORHA Technology Committee as well as our new Form Designer. He has worked for Diversified Property Management for more than eight years in various roles, including forms development and evictions. He also has an extensive background in desktop publishing as well as tech. He is a firm believer that sometimes the smallest suggestion can lead to the biggest change, and that cheesecake is a pie.

As you are aware, we are entering the heavy campaign season for 2026, and I wanted to share an update on what your political action committee has accomplished recently and what we are planning for the months ahead.
KEY PAC has had a record-breaking year: we reorganized our structure, strengthened our strategic partnerships, increased our contribution budget from just over $17,000 to more than $29,000, and expanded support to additional strategic candidates for the 2026 election cycle.
Bylaw changes included creating a new Treasurer Board position (Thank You, Dennis Chappa) and Chairman instead of having the ORHA president oversee the PAC. We worked with our strategic partners to update our relationship with them. Finally, we...

2026 Oregon Annual Rent Increase Percentage
|
For 2026, the maximum annual rent increase limits are:
- 9.5% for rental facilities that are 15 years or older.
- The lower maximum rental increase established by HB3054 (6%) is only applicable to manufactured home parks and floating home marinas containing more than 30 spaces.
House Bill 3054, passed in 2025, changed how rent increases are calculated. Now, the size of the rental property affects the allowed increase.
Only one rent increase may be issued in any 12-month period.
Landlords subject to the rules of the Portland Housing Bureau or the Eugene Rental Housing Code have additional restrictions. Visit https://www.eugene-or.gov/845/Rental-Housing-Program for information on the Eugene rules, and https://www.portland.gov/phb/rental-services for information on the Portland rules.
