NEW 2024 ORHA Online Discount Codes:

As of 07/01/2024, all of the ORHA Online Discount Codes have been changed. The local association offices have been notified of their new code, and they should be notifying their active members this month – All of the 2023 (current) discount codes will be disabled on 07/31/2024. For more information regarding your discount code, please contact your local association directly. If you do not have the contact information for your local association, please visit https://oregonrentalhousing.com/about. Sharing your code with non-members is strictly prohibited.

Upcoming Board Meeting Details:

Our next board meeting will be July 20th. This meeting will be in-person (Silverton, Oregon) and virtual – Details were emailed to all delegates on 06/01/2024 and RSVPs were due no later than 11:59 PM Pacific Time on 06/18/2024.

I hope this message finds you well. I am writing to you today on behalf of Oregon Rental 

Housing KEY PAC, a political action committee dedicated to maintaining a balanced and fair state legislature that represents the interests of all constituents, including landlords like yourself.

Our state is at a critical juncture. The upcoming elections could result in a one-party supermajority in the House or Senate, or both, which poses a significant risk to the checks and balances essential for a healthy democracy. Such a supermajority would enable one party to push through legislation without meaningful debate or opposition, potentially leading to policies that could severely impact property owners and landlords.

Our mission is clear: to elect legislators who will:

  • Advocate for landlord rights: Ensuring that property owners are treated fairly in legislative decisions and that our voices are heard in the halls of the Oregon State Legislature.
  • Advocate for fair legislation: Ensuring that new laws and regulations do not unfairly burden landlords and that your property rights are respected and protected.
  • Oppose detrimental rent control measures: Fighting against policies that restrict our ability to set reasonable rents, impose no-cause terminations, enforce statewide landlord registration (with a per-unit fee), and implement a universal credit/background check (managed by the State of Oregon). Such policies could undermine our financial stability and property investments.
  • Promote favorable legislation: Supporting bills and initiatives that provide tax benefits, streamline eviction processes, and reduce operational costs for landlords.
To achieve these goals, we need your financial support. Your contributions will enable us to:
  • Fund critical campaign efforts: Support pro-landlord candidates through advertisements, outreach programs, and voter mobilization initiatives.
  • Lobby effectively: Ensure that our interests are represented in legislative discussions and that policymakers understand the importance of supporting landlords.
  • Raise public awareness: Highlight the issues landlords face and the importance of electing officials who will protect our rights.
  • Fund targeted races: Support key races in the Senate and the House where candidates need our financial backing. External support targeting key races could be detrimental to landlords.

I take pride in conducting all my donations in strict compliance with legal requirements, unlike some businesses that resorted to handing over bags of cash to political PACs or candidates in the last election cycle here in Oregon. There were also dubious contributions from a cryptocurrency company to a political party in Oregon, which were stolen from the clients of the cryptocurrency company. My contributions are fully documented, transparent, and reported to the appropriate authorities. This ensures that my support is ethical, accountable, and within the bounds of the law, reflecting my commitment to integrity and responsible civic engagement.

Mind Your Business: Tia's Tips for Better Rental Management – The Pitfalls of Providing Rental References

Part of the job of property management includes obtaining rental references from an applicant’s current and former landlords and providing rental references on past renters to other landlords. Many folks are hesitant to provide poor references for their past renters for fear of a lawsuit even when there were provable problems.

My policy for rental references
  • Be honest
  • Only answer the questions you are asked – don’t volunteer information
  • Only report bad behavior that you could prove in a court of law
  • Don’t share your feelings, opinions, or rumors
  • Require a signed release before providing any information

For me, good rental history will overcome deficiencies in other areas; poor rental history will not overcome anything at all. It is important to consider the source of the information though. I once had an applicant tell us that...

SB 1069 – Electronic Service and Payment Changes

ORS 90.155, the written notice statute in Oregon’s Residential Landlord Tenant Act,

New Way To Serve Written Notices –

The ORLTA currently authorizes three methods for serving written notice: (1) personal service: (2) service by first-class mailing; and, (3) service by posting and first class mailing the same day. Oregon Annual Rent Increase Percentage

Senate Bill 611 was signed into law on July 06, 2023. This bill will cap rent increases at 10.0% or 7.0% plus CPI (whichever is lower) – The exemption for new constructions remains at 15 years.

The maximum allowable rent increase percentage for the 2024 calendar year is 10.0% or 7.0% plus CPI (whichever is lower) – The allowable annual rent increase in 2024 is 10.0%. Only one rent increase may be issued in any 12-month period.

The allowable rent increase percentage for the previous year, 2023, was 14.6% if the increase was issued before July 6th, or 10.0% if issued after July 6th.

Education Committee Update

The committee continues to work on updating classes and providing Webinars, as well as in-person classes. 

Mentor Locals: If your Association has less than one hundred members, you are entitled to support from the ORHA Mentor Program. This includes providing classes to your members at reduced costs, helping set up or reviewing your bylaws, and many other services. Recently, we have worked with ROADC, TVRA, CCROA, ROANEO, MCROA, and UCRHA.

Did you know you could take classes offered by other locals? If you are member of another local, you can ask if a member discount can be provided. Check the ORHA website for class offerings.
