Wow! A huge THANK YOU to the Salem Rental Housing Association (SRHA), the Southern Oregon Rental Owners Association (SOROA), and Diversified Property Management for their amazing generosity to the ORH KEY PAC. Each of the associations donated $5000, as did the Conser family, owners of Diversified where Legislative Director and Education Chair Jason Miller serves as General Manager.
Now for the rest of you…even if you can’t match it, remember that the work we do through the ORH KEY PAC opens the door to our message that landlords are not the problem, but partners in the solution to Oregon’s housing crisis. Please ask your boards whether there is room in your budget for a donation. Time is running short; the committee plans to distribute the final round of campaign contributions in late August/early September. Thanks for whatever you can contribute.

NEW 2024 ORHA Online Discount Codes: As of 07/01/2024, all of the ORHA Online Discount Codes have been changed. The local association offices have been notified of their new code, and they should have already notified their active membership – All of the 2023 discount codes were disabled on 07/31/2024. For more information regarding your discount code, please contact your local association directly. If you do not have the contact information for your local association, please visit https://oregonrentalhousing.com/about. Sharing your code with non-members is strictly prohibited. Upcoming Board Meeting Details: Our next board meeting will be September 21st. The Oregon Rental Housing Key Political Action Committee (ORH KEY PAC) supports legislators who work for the best interests of rental property owners, while also ensuring that tenants have safe and affordable housing.
Under the same leadership, the Oregon Rental Housing Association (ORHA), is a non-profit landlord training and support group, and the biggest supporter of the the ORH KEY PAC. ORHA is the only state association focusing on the needs of our smaller rental property owners; the vast majority of our members have between one and six rental units.
ORHA advocates for rental owners' and managers' interests in the public policy arena in conjunction with promoting ethical standards in how our members operate their rental housing businesses. Whether it is the Oregon Legislature or local City Halls, the association promotes fair and reasonable legislation that protects vulnerable tenants without enacting regulations that discourage housing providers from investing in Oregon real estate.
With 14 local associations throughout the state and more than 5,000 members, our local associations are all unique and dynamic in their own way. All of our local associations are dedicated to the same core principles: training and educating property owners about compliance with current laws and providing essential resources such as rental forms to our members.
With your donation, the ORH KEY PAC can continue to strengthen relationships with Oregon Legislators who have our best interests in mind. However, time is running short for donations, and the committee plans on sending the final round of campaign contributions by late August.

P.S. You may qualify for the Oregon Political Tax Credit if you're an Oregon taxpayer making under $75,000, or $150,000 per year as part of a joint-filing couple. If you qualify, you can give up to $50 per year to Oregon Rental Housing KEY PAC and receive the full amount as a credit subtracted from your Oregon state taxes when you file (If you're part of a joint-filing couple, you can give up to $100 a year). Oregon law allows a tax credit for political contributions. You may not claim this credit if your federal AGI exceeds $150,000 on a jointly filed return, or $75,000 on all other returns. Thank you to SOROA member Cliff Conner - Coash for bringing a service box issue to our attention in form O4 – Notice to Enter. Because “actual notice” is allowed for entry, our change in service boxes needed another change on this specific form. The change has been made in the store and for printed forms moving forward. If you have older forms, they can still be used, just be clear that you’re posting only or using some other method of service by Actual Notice as allowed under ORS 90.155. Basically, actual notice can be posting on the door or leaving a message on an answering machine and remember if the right is listed in your rental agreement and the tenant has agreed, you may provide notice to enter by email or text.
It can get confusing because other legal notices such as termination notices or rent increases may not be provided by Actual Notice, but only by written notice as allowed by law. Read or re-read my article Serve it Right! for an in-depth rundown on the options for serving legal notice and remember, do it right or a tenant attorney would be happy to educate you for an exorbitant fee.
The committee is also working on a revision to form #T2 – Notice for Harm or Substantial Damage and we’ll let you know when that is ready – likely later this month.
We are still accepting suggestions for new forms and changes to our existing forms, so if you see any issues or have any suggestions, please send an email to forms@oregonrentalhousing.com.
But, of course, now our biggest focus is the Law Book. We expect that it will be sale-ready by the end of the year! More info to come.

Oregon Annual Rent Increase Percentage

Senate Bill 611 was signed into law on July 06, 2023. This bill will cap rent increases at 10.0% or 7.0% plus CPI (whichever is lower) – The exemption for new constructions remains at 15 years. The maximum allowable rent increase percentage for the 2024 calendar year is 10.0% or 7.0% plus CPI (whichever is lower) – The allowable annual rent increase in 2024 is 10.0%. Only one rent increase may be issued in any 12-month period. The allowable rent increase percentage for the previous year, 2023, was 14.6% if the increase was issued before July 6th, or 10.0% if issued after July 6th. The committee continues to work on updating classes and providing Webinars, as well as in-person classes.
Mentor Locals: If your Association has less than one hundred members, you are entitled to support from the ORHA Mentor Program. This includes providing classes to your members at reduced costs, helping set up or reviewing your bylaws, and many other services. Recently, we have worked with ROADC, TVRA, CCROA, ROANEO, MCROA, and UCRHA.
Did you know you could take classes offered by other locals? If you are member of another local, you can ask if a member discount can be provided. Check the ORHA website for class offerings.
