Oregon Rental Housing Association manages most of our business through the Association Committees. Association committees are vital components of organizational governance and operations. They are established to carry out specific tasks, provide expertise, and ensure that the association meets its objectives efficiently. The duties of these committees may vary based on long range and short range objectives.
1. Strategic Planning and Oversight
Many association committees are tasked with helping to shape the strategic direction of the organization. This includes reviewing the association’s mission, setting goals, and developing plans to achieve those goals. Committees often monitor progress, assess risks, and make recommendations to the board or leadership.
2. Financial Management
Finance or budget committees typically oversee the association’s financial health. Their duties may include reviewing budgets, monitoring expenses, approving expenditures, and ensuring that financial practices meet legal and ethical standards. Committee Responsibilities
According to ORHA bylaws, the Long Range Planning Committee holds the responsibility for the future planning of the Association. The committee is charged with the task of presenting a proposed action plan for annual review by the Board of Directors. Oregon 2026 Legislative Wrap Up
HB 4080 - Died in committee. This bill will be resubmitted in the 2027 session
This is the balcony solar PV panel bill. In the hearing IBEW, OSFM and OSFFC came out against the bill due to the panels not having a UL and NEC approval. This bill was modified to lessen the impact on landlords.
HB 4120 - Passed Allows landlords to convert multifamily premises to nonsmoking for existing tenants with a 180 written notice. This bill applies to tobacco products. Landlord must provide where smoking is allowed that is posted as a designated smoking area.

Understanding the ORH Key PAC
The Oregon Rental Housing Association (ORHA) encourages its members to contribute to the ORH Key Political Action Committee (PAC). In response to this initiative, several members have asked for clarification regarding the PAC's purpose and the specific ways its funds are utilized.
Permitted Uses of Political Action Funds in Oregon
In Oregon, political action committees are permitted to use their collected funds to support or oppose candidates, ballot measures, or political parties. These funds may cover a variety of campaign-related expenses, such as advertising, organizing events, paying staff, and conducting outreach to voters. Importantly, all expenditures must align with Oregon’s rules on financial reporting and disclosure, ensuring compliance and transparency.
About the ORH Key PAC
The ORH Key PAC is a voluntary, unincorporated, non-profit organization that operates in accordance with Oregon's legal and reporting standards. As an independent and autonomous entity, the PAC is not affiliated with, nor does it act as a branch of, any other political committee. It is overseen by its own board, which functions separately from the ORHA’s board of directors.

2026 Oregon Annual Rent Increase Percentage
|
For 2026, the maximum annual rent increase limits are:
- 9.5% for rental facilities that are 15 years or older.
- The lower maximum rental increase established by HB3054 (6%) is only applicable to manufactured home parks and floating home marinas containing more than 30 spaces.
House Bill 3054, passed in 2025, changed how rent increases are calculated. Now, the size of the rental property affects the allowed increase.
Only one rent increase may be issued in any 12-month period.
Landlords subject to the rules of the Portland Housing Bureau or the Eugene Rental Housing Code have additional restrictions. Visit https://www.eugene-or.gov/845/Rental-Housing-Program for information on the Eugene rules, and https://www.portland.gov/phb/rental-services for information on the Portland rules.
