Happy Holidays to you! We at Oregon Rental Housing Association provide our members with top-notch support through our rental forms and through the efforts of our county associations. Each chapter is independently run with support from the leadership team at ORHA. Each association provides delegates that take their turn at leadership and vote on policies and procedures to effectively move us forward to greater heights.

2025 Oregon Annual Rent Increase Percentage

Senate Bill 611 was signed into law on July 06, 2023. This bill capped rent increases at 10.0% or 7.0% plus CPI (whichever is lower) - The exemption for new constructions remains at 15 years.

The allowable annual rent increase in 2025 is 10.0% unless exemptOnly one rent increase may be issued in any 12-month period.

Landlord subject to the rules of the Portland Housing Bureau or the Eugene Rental Housing Code have additional restrictions. Visit https://www.eugene-or.gov/845/Rental-Housing-Program for information on the Eugene rules, and https://www.portland.gov/phb/rental-services for information on the Portland rules.

Local Association Offices and Delegates, my calendar availability for the remainder of this year is limited, and it is filling up quickly. If you anticipate that you will need to schedule a meeting with me (whether it's for Wild Apricot Support, Microsoft/Teams Support, or anything else) please make sure to schedule that appointment sooner than later — As we get closer to the end of the year, I may not have the availability.

ORHA Nominations for the July 01, 2025 – June 30, 2027 Executive Committee:

Voting ORHA Delegates, ORHA is looking for individuals with a willingness to serve to place their names on the upcoming Executive Committee ballot. If you’re interested in serving on the ORHA Executive Committee, please view the email that was sent from Tanya Dean, ORHA Nomination Chair on 10/28/2024. Responses are required before 12/31/2024.

Wild Apricot Updates:

If your local association uses Wild Apricot, please make sure that your Wild Apricot Admin(s) have seen the email sent from the ORHA Office on 07/31/2024 & 10/01/2024. Action is required before the end of 2024.

2024 ORHA Online Discount Codes:

As of 07/01/2024, all of the ORHA Online Discount Codes have been changed. The local association offices have been notified of their new code, and they should have already notified their active membership – All of the 2023 discount codes were disabled on 07/31/2024. For more information regarding your discount code, please contact your local association directly. If you do not have the contact information for your local association, please visit https://oregonrentalhousing.com/about. Sharing your code with non-members is strictly prohibited.

ORHA Continuing Education Credits:

ORHA's Continuing Education Credits are now available online, and class attendees can access their CEs 24/7 – For more information, please visit www.oregonrentalhousing.com/ceportal.

ORHA Forms Committee Update

At the September board meeting, the board voted to postpone the Law Book for one more season and get on a regular rotation of publishing new Forms Manuals every odd year and new Law Books every even year because the long legislative session happens in odd-numbered years and more substantial changes occur that typically become effective at the beginning of even-numbered years. So, you and your members can expect a new Forms Manual in early 2025. It will include the new forms and updated instructions since the last manual was published.

We will continue to make progress with the law book incorporating changes from the last few sessions so when the results of the upcoming 2025 long session are ready it will be straightforward to incorporate the changes.

Price increases on forms pads to take effect July 1, 2025

In accordance with our policy, prices on forms pads will be increasing on July 1, 2025, which will affect association budgeting for the next fiscal year. Because many of you operate on a calendar year budget, we want to ensure you have the information you need ahead of time to accommodate these changes within your budgeting process. At the last board meeting, the board voted to increase pad prices for 1–2-page forms to $31.00 per pad of 50, and for 4-page forms to $45.00 for packs of 50. Please plan accordingly.

Waiver is a problem rental owners create for themselves when they fail to act upon knowledge of a breach of contract for three separate rental periods or longer. You must act on your knowledge or lose your enforcement rights.
